An inquest into the death of David White, the former head of legal services at Suffolk County Council heard yesterday how he had voiced worries about what he was being asked to do by then chief executive, Andrea Hill, to implement the New Strategic Direction programme.

Since scrapped, the plans to turn Suffolk into a ‘virtual council' focused on commissioning services involved wholescale outsourcing and a four-year £125m cost-saving initiative.
