Plans for a ‘superdistict' have taken a step forward after Suffolk Coastal and Waveney District Councils agreed to commission a business plan for a full merger. 

 In a joint cabinet meeting last night, councillors considered options including broader partnership working, a merger, a unitary or the ‘wild card' of turning into a mutual.
