Many of our society's most vulnerable children and young people are locked in a damaging spiral of disadvantage, compounded by inadequate public services and poor housing conditions. And yet the public services they rely upon are now in crisis.

The Children's Commissioner estimates that 2.3 million children are growing up with vulnerable family backgrounds impacting their health, wellbeing, and academic achievement.
