Surrey County Council is set to reject the Government's cash offer designed to 'freeze' council tax levels for residents, claiming it would be 'short-term gain for long-term pain'.

Communities secretary Eric Pickles last autumn offered English councils a one-off grant - equivalent to a 2.5% funding boost for 2012/13 - if they agreed to extend the council tax freeze by another year.
