Swansea City Council will be urged not to respond to the Welsh government's consultation on local government reorganisation in a report to the council next week. 

 The council claims the Welsh government is putting ‘form before function' and needs to create a vision for local government based on outcomes and values before it starts to consider the number of authorities which will deliver that vision.
