We need to talk about the state of the state

A Hollywood actor's eloquent court argument about why he shouldn't have to pay council tax may raise a wider question, says Heather Jameson: 'What are we going to do about the chaotic – and inadequate – way local government is funded?'

You could be forgiven for feeling an element of sympathy for Mercer Boffey. For the uninitiated, he is a Hollywood actor who has relocated to the UK, only to be met with the joys of a council tax bill.

Boffey clearly missed the memo on death and taxes, and consequently found himself in the High Court questioning why he had to pay for the privilege of living in his own home.
