‘Challenge dens’ was just one of the novel ways Gloucestershire has streamlined its organisation and budgets, explains Dilys Wynn.

Like councils across the country, Gloucestershire faces the challenge of making sure the needs of the most vulnerable in our communities are being met, despite a backdrop of severe financial constraint.
