A leading think-tank has reported changes to how Parliament works could answer the 'West Lothian question'.

Changes to how Parliament works could answer the 'West Lothian question' in Westminster and force governments to respect the opinion of English voters, a leading think-tank has reported.

The West Lothian question - a term coined by former Labour MP Tam Dayell in 1977 - refers to the constitutional anomaly whereby Scottish, Welsh and Northern Irish MPs can vote on English domestic issues, which are devolved in their own countries.
