Think-tank warning over business rate plan

The Centre for Cities think-tank has suggested ministers must redesign business rate retention plans.

Ministers must redesign business rate retention plans that would otherwise encourage councils to delay developments, the Centre for Cities think-tank has suggested.

Provisions in the Local Government Finance Bill for periodic 10 year 'resets' of the baseline for business rate retention schemes would give local authorities little incentive for approving projects in the latter years of the reset period, a report by Centre for Cities' Zach Wilcox claims.
