A new tax for a new era

Paul Wheeler calls on councils to work more closely with businesses to campaign for new taxes that ensure firms 'pay their way' with councils

Local government finance can be emotive. I remember how we felt in the 1980s when the company I worked for tore the roof tiles off a warehouse to reduce the 30% increase in business rates.

Petrified by the Poll Tax riots, politicians have kept local government funding in deep freeze until now. The chancellors' announcement of a review of business rates marks the beginning of major change.
