The Convention of Scottish Local Authorities (COSLA) said the Scottish National Party's surprise manifesto proposal was misleading because if the SNP was re-elected to government next month, somebody would have to pay for the pledge – even if it meant ministers handed councils sufficient cash to facilitate the freeze.
