A testing legacy?

The NHS Test and Trace programme is not only hugely expensive, it is also ineffective, says a committee of MPs. Could councils do a better job if given more resources? Ann McGauran reports.

The UK's vaccine rollout is proving to be one of the speediest in the world. But this impressive pandemic success story contrasts sharply with the verdict so far on the NHS Test and Trace programme (NHST&T) in England.

Set up with a budget of £22bn last May, NHST&T has been allocated £15bn more since then, totalling £37bn over two years. So what has been achieved so far, given that stratospheric level of spending? The programme is not only startlingly expensive, but also ineffective, according to last week's report from the Public Accounts Committee (PAC).
