Thinking differently about resources

John O'Brien looks at how the Local Government Resource Review can help to develop localisation within councils.

I have a failure to report. Despite my best, persuasive efforts, I admit that when conversation at ‘The Dog and Duck' turns to super injunctions, it's more likely to be speculation about who and what they conceal than any high-minded debate about the balance of press and individual freedom.

And, in the last week, more time has been spent on Olympic ticketing than on the future of business rates and the relationship to the four-block model underpinning formula grant. Selflessly, on this latter point, I'm prepared to give it another go.
