Thurrock v APSE: A tale of two sides

As Thurrock Council fights to get its finances back in order it has filed a High Court claim against 23 councils with membership of the Association of Public Service Excellence (APSE). The move relates to Thurrock’s efforts to recover money lost as part of its investment in solar farms. The council questions valuations provided by an APSE associate. Paul Marinko talks to both sides as they set out their opposing positions.

THURROCK's POSITION:

In the opinion of Dave Smith, who is both Thurrock Council's managing director and one of its three government-appointed commissioners, the Association of Public Service Excellence (APSE) was not seriously considering signing a standstill agreement until ‘late in the day'.
