A council that tried to prosecute a trio over allegations of a ‘very large scale fraud' to generate income has been scolded by a court.

The court judged Thurrock BC's decision to prosecute ‘fell outside the ambit of its broad powers' and it had been motivated by the income needed to support its 26-strong fraud investigation department (FID), which was created by the council in 2013.
