Councils need to be offered bus franchising powers as a default if crucial routes are to be protected, says Anne Western

Take a look at bus services in London and compare them to most parts of the country, and the contrast could not be greater.

Transport for London (TfL), empowered by control over its public transport, has seen usage in the capital soar to a point whereby more journeys are made there than the rest of England combined. In the majority of other areas, bus usage is on a downward spiral.
