MPs have delivered a highly critical verdict on Government's failure to give councils real powers to make localism a reality, says Heather Jameson.

Baroness Margaret Eaton, chairman of the Local Government Association, welcomed the Localism report published by the House of Commons Communities and Local Government Select Committee for being ‘bang on the money'.
