The Conservatives and Liberal Democrats have attacked the local government White Paper as ‘toothless' and a ‘missed opportunity'.

Caroline Spelman, Conservative shadow local government secretary, questioned the timing of the paper, released a month before the Lyons review into local government finance and ahead of the Barker Review into planning.
