Local authorities are facing a Christmas headache if Eric Pickles wins an internal party row to slap a 1% referendum cap on council tax rises.

The MJ understands that Conservatives in the coalition are split over the level of the threshold, with some ministers joining their Lib Dem colleagues in opposing the communities secretary's belief it should be lowered from 2%.
