A Conservative county council leader has expressed his exasperation at the lack of devolution deals with Tory local authorities.

Kent CC leader Cllr Paul Carter, who is also the County Councils Network's spokesman for health and social care integration, said he was ‘enormously envious' of the Greater Manchester deal, which will allow it to become the first English region to run its own £6bn health and social care budget.
