A tough winter lies ahead

Were there any glimmers of hope for extra support to cash-strapped local authorities from last week’s mini-Budget? Michael Burton finds the cupboard bare.

Last week's mini-Budget was notable for saying nothing about revisiting last year's Spending Review which has since been overtaken by galloping inflation.

The review announced last November, setting out spending plans for the years 2022/23 to 2024/5, envisaged real-term increases of 3.3% a year on average.
