Former Cabinet minister Greg Clark has revealed how he played a blinder with the Treasury over his plans to extend city deals to towns.

Describing it as ‘a huge row', Mr Clark, then business secretary, said the Treasury refused to sign off his Industrial Strategy White Paper in 2017 until he removed every reference to town deals.
