Media coverage this week of discord between 'inert' Whitehall and ministers has the whiff of yellowing newsprint about it.

There is little new about ministers and mandarins having an uneasy relationship, which stretches way back even before TV's Yes Minister. In a system where incoming governments have to inherit an established machine with its own staff rather than bring in their own, there will always be tension.
