Districts have warned that ‘naming and shaming' councils in a vulnerable financial situation using a traffic light rating system would be a ‘blunt instrument'.

In an attempt to avoid another council following Northamptonshire CC in issuing a Section 114 notice, the Chartered Institute of Public Finance and Accountancy (CIPFA) is working to scope a resilience index, which could publicly give individual councils a red, amber or green rating.
