Councils in England could unlock £7bn if they transferred ownership of vacant land and buildings to local businesses for less than their market value, new research has suggested.

Councils in England could unlock £7bn if they transferred ownership of vacant land and buildings to local businesses for less than their market value, new research has suggested.

The report, conducted by charities Power to Change and Pro Bono Economics, said that local authorities should make more use of the community asset transfer (CAT) policy through which councils can transfer the ownership or management of public land and buildings to community businesses.
