It is vital that local authorities are consistent and transparent in the procurement process, says Alexander Rosenthal.

Effective use of evaluation criteria and weightings is vital in ensuring that procuring authorities achieve their procurement objectives, yet the disclosure of criteria has become something of a legal minefield over recent years.

Some very recent case law has made it yet more difficult for hard pressed authorities to know what to do for the best when planning their procurements.
