All Whitehall staff have been urged to improve their understanding of financial issues, as part of a wide-ranging Treasury plan to tackle the UK's record borrowing.

The economic secretary to the Treasury, Justine Greening, last week launched the Finance Transformation Programme, under which all public staff will be asked to consider the financial implications of every decision they make.
