Let's trial fiscal devolution in areas like Westminster

Westminister has seen England's biggest fall in children's services budgets since 2010. Cllr Heather Acton says the council has had to be creative and think differently about ways of providing care and support to families.

Five leading charities came together recently to highlight the big drop in children's service budgets across the country since 2010.

In Westminster we had the biggest fall of any local authority in England. The natural assumption is that services facing the highest cuts must be the worst hit.
