The Coalition Government is keen to encourage more outsourcing and plans to cut red tape could lead to a new round of TUPE rows, says Michael Burton.

Anyone around in the early 1990s will recall the interminable disputes over whether or not the terms and conditions of contracted out council staff were covered by employment rules called TUPE (Transfer of Undertakings Protection of Employment Regulations).
