Another turn of the wheel

Local government must leverage its assets base to build capacity for long-term care needs, writes Tim Byles.

The 'When I was One', neatly sums up the instinctive feeling of many, that old age is always a distant future that we can't quite envisage reaching.

Scholars of Winnie the Pooh author, AA Milne, will know the verse ends with: 'But now I am Six, I'm as clever as clever. So I think I'll be six for ever and ever.'
