Public service reform can seem as gruelling as the Grand National horse race – and local government has three fences to clear before it can hit the closing straight. Chancellor ~Gordon Brown~ has provided Becher's Brook – local government spending has increased by more than 40% in real terms since 1997, but this largesse is to end.
