Economists have demanded a radical rethink of devolution, in a report calling for Whitehall to be stripped of its powers.

The Institute of Economic Affairs (IEA) today labelled the Government's approach to devolution ‘incoherent and unstable', with councils left ‘implementing national government guidelines' and powers being drawn away from lower levels of local government.
