Britain is not ready to turn public services over to social enterprises and co-operatives, according to an international expert.

A report by the managing director of consultancy, Social Business International, Jonathan Bland, said the UK was lagging behind Spain, Italy and Sweden, where there had been many successful public service co-operatives.
