Senior human resources officials are orchestrating wholesale changes to the working conditions of around 450,000 civil servants, leaked documents have revealed.

Proposals to cut holiday entitlement, extend working hours and reduce flexible working arrangements are contained in a letter recently sent to Whitehall's HR directors by civil service HR director, William Hague.
