Trade unions representing Whitehall mandarins have warned a coalition review into how governments operate abroad could undermine civil service impartiality and risked US-style ‘politicisation'.

Reaction to the plans, outlined by minister for the Cabinet Office, Francis Maude, on 1 August, comes amid reports of continued friction between senior ministers and top officials over the pace of Whitehall reform.
