Councils do not have the capacity to handle regional pay bargaining if the Chancellor chooses to introduce it, a leading local government union has claimed.

Despite widespread speculation that some public servants face the introduction of regional pay bargaining through tomorrow's Budget, it remains unclear if the policy would be extend to local government.
