Economist, Will Hutton has called for a link between what senior managers earn and their staff, as part of his interim report on public sector pay.

The former Observer newspaper editor was commissioned by the Treasury to look at the issue of pay, and has proposed a 20:1 pay ratio limit between the top earners and those at the bottom of the pay scale.
