The Welsh public services minister has pledged to cut the cost of management in local government.

Speaking at the launch of the Welsh Government's new Local Government White Paper on 3 February, Leighton Andrews said he wanted to see a ‘new deal' for councils in Wales, based on a smaller number of local authorities.
