Home Office ministers ‘mistakenly' assumed the very act of holding the first-ever Police and Crime Commissioners elections would inspire a strong turnout at the polls, voting watchdogs have reported.

In the event the 15.1% voter turnout was the lowest recorded level of public participation at a peacetime non-local government election, a highly-critical Electoral Commission study into last November's elections finds.
