Voyage for improvement

Blackpool Council’s new model of practice is shifting service culture away from a focus on process to one that works with families to achieve optimum impact and outcomes for their children, writes Victoria Gent.

Engaged, highly-motivated, passionate, committed – these are the words used by Ofsted chief inspector Justin Russell to describe our youth justice service following an inspection earlier this year.

It is a far cry from the inadequate inspection in 2018 which identified a demoralised workforce struggling with high turnover, poor supervision and a lack of skills.
