The Labour Party conference has succeeded in dominating the news agenda for the past few days, without actually announcing very much at all. 

There may have been warm words on public services and promises to reform the nation – alongside a refusal to return to austerity – but very little in terms of a fully fledged plan of how to make public services effective, efficient and affordable for the future.
