Ministers' plans to localise the business rates system ‘could entail a significant risk transfer to local government', Smith Square has warned.

A detailed Local Government Association (LGA) consultation paper on the Government's plan backs the idea – but warns the move would not be risk free, and suggests ministers could hand Smith Square a co-ordinating role in the future system to mitigate risks.
