For those of us who have been around a while, mid-term pronouncements by prime ministers facing accusations of drift and dither have a familiarly hollow ring.

The line is always,'It's time to get tough', and 'something must be done', followed by pledges which never materialise because they are unrealistic and impossible to implement. In reality, they don't know what to do next.
