Last week saw the third anniversary of the coalition government. The Queen's Speech showed us that its reform programme has now run out of steam, that the focus for Cameron is increasingly on pushing the EU genie back in the bottle and that all attention now is on the next general election.

In other words, this is it as far as any further change programme goes even though there is still another two years left of this parliament. The Government has either run out of steam or has initiated all the legislation it planned and now wants to see if it works.
