Central government's own inadequacy in performing key corporate functions is hampering attempts to integrate and reform public services, spending watchdogs have reported.

A study on civil service reform plan – one of four issued simultaneously on 20 September by the Public Accounts Committee (PAC) – blames the Cabinet Office and the Treasury for not showing ‘strong strategic leadership in their corporate roles as the strategy and finance departments of government respectively'.
