As London Councils gathers for its annual conference, Cllr Ravi Govindia says the lifting of the housing revenue account (HRA) borrowing cap allied to increased availability of grant funding will bolster local authorities' role as place-makers

The Government's decision to lift the HRA borrowing cap is one of the most significant policy developments for many years.

Along with increased availability of grant funding, it's a move that will boost council housebuilding and bolster our role as place-makers.
