Will welfare changes leave millions in the lurch?

Noel Moran on concerns the DWP has failed to explain how benefit reforms will work in practice - including how payments will be made.

With the launch date for the new system of Universal Credit (UC) looming, critics are increasingly sceptical about whether the reforms will work.  In particular, questions have been raised about the accessibility and efficiency of payments, the availability of welltrained staff, and the risk that vulnerable users could be excluded.
