Welsh secretary Cheryl Gillan will unveil a new commission today, expected to give the Welsh Government greater financial powers including the right to control taxes and borrow money, The Guardian reports.

The inquiry will examine how the Senedd is funded and is due to report next autumn on the possibility of additional financial powers.
