The Labour-controlled Welsh Government had been considering reducing the number of local authorities in Wales from 22 to eight or nine, but the Welsh Conservatives claimed yesterday that the local government secretary, Mark Drakeford, has given assurances to council leaders that any mergers will now not happen for a decade.
