Welsh Conservatives have warned claim local authorities are facing £86m black hole in unpaid council tax.

The group's shadow local government spokesperson, Janet Finch-Saunders, said official figures that show billing authorities collected 97.2% of council tax in 2015/16 were ‘concerning'.
